A Look at Congress

The United States' Congress consists of two parts, the Senate and the House of Representatives. The Senate is designed to give each state an equal vote. the House of Representatives is based on the population of each individual state.

Your task is to write a research paper explaining the method used (Jefferson, Hamilton, Webster, Hill, or other) in determining the number of representatives per state. You may want to use the internet, your social studies teacher, your parents, or the school or local library to help with your research.

Some ideas to explore:

How does the power of the Senate compare to the power of the House of Representatives?

Does the number of representatives per state fluctuate with the population of each election year?

Would a different method used to determine the number of representatives benefit any states?

Which method of apportionment benefits which kind of state? Address each of the methods we've discussed in class.

In your opinion, is there a way to make the delegation of representatives more fair for all of the states?
