A senior manager and a government reform and communication specialist, Joanne Adams has expertise in public management, decentralization, intergovernmental relations, public participation, media relations, and economic development. She has worked in ten countries in Central Europe, the former Soviet Union, and the Middle East. She served as Chief of Party and as Intergovernmental Communication Specialist in Poland for USAID, and provided assistance with Strategic Communication for Social Sector Reform to the Government of Poland (2000).
Adams conducted organizational assessment and provided technical assistance in personnel organization, constituent relations, and media relations to the Office of the President of Romania and to the Romanian Parliament (1997 – 1999).
As Public Relations Specialist for USAID Pension Reform Projects, she developed public education strategies for pension reform in Bulgaria and in the former Yugoslav Republic of Macedonia (1998). She served as short term Local Government Manager/Citizen Participation Specialist under USAID Public Administration Programs in Albania (1996 – 1999) and in the former Yugoslav Republic of Macedonia (1996 – 1997).
Adams provided local government and communication consulting for USAID and USIA in Russia, Ukraine, Estonia, Georgia and Lebanon (1993 - 1999). Adams also served as Director of Communication, and as Chief of Staff for the Mayor of Houston (1980 – 1991).
