A native of Seattle, Washington, Sean Kelly received his BA from Seattle University, and his Ph.D. in Political Science from the University of Colorado. During the 1993–1994 academic year he served as an American Political Science Association Congressional Fellow, working for The Senate Democratic Policy Committee - an arm of the Democratic Leadership - as a health policy analyst. He joined the faculty of the Department of Political Science at Niagara University after six years of teaching at East Carolina University. His primary interests are American political institutions and public policy. In the area of environmental policy, he is chiefly interested in hazardous waste policy.
