State of the Campus Address

LEGISLATIVE PRIORITIES

Those models need not — and should not — preclude support from the citizens of Colorado through their elected officials, the state Legislature. We want to work with our legislators to help define our future. And we will continue to advocate for CU-Boulder as a worthy investment in the future of this state.

This year, our legislative priorities include working to avoid further budget cuts next year. In particular, we want the state to maintain the College Opportunity Fund, or vouchers, at the current $2,400 level, rather than cutting that fund. We also want to negotiate a fee-for-service rate for graduate and professional programs that hold us harmless in meeting our advanced-degree mission.

In working with the legislature, we will seek tuition flexibility to cover increases in mandated costs as well as investments in Quality for Colorado.

We also need to define the substance of enterprise status: what it means beyond the financial aspects and how we could use greater management flexibility to accomplish our goals. At CU-Boulder, I believe we have the opportunity to become a new model for defining enterprise status.
