Fifth Annual National Security Innovation Competition, April 29, 2011, Colorado Springs, CO
The Colorado Homeland Defense Alliance (CHDA) will host the fifth annual National Security Innovation Competition on April 29, 2011 in Colorado Springs. The purpose of this competition is to stimulate interest by college students in national security-related innovations and expose novel concepts and technologies to a broad audience including industry, academic, and government organizations involved in aerospace, defense, security, and first responder activities. Unlike traditional business plan competitions, the goal is not for students to demonstrate how they will exploit the opportunity. Instead, students should apply critical analytical skills to determine why a new concept or technology has the potential to meet an identifiable national security need. At least one student member of the team must have been actively involved in the development of the concept or technology being presented. The concept or technology must not currently be licensed to any business.
This Competition will draw the best minds from academia. We are looking for cutting-edge ideas that advance security and also have commercial applications. Our judges represent a cross section of disciplines from industry and government.
Scholarship prizes will be awarded to the top three finalists.
Beyond winning the competition, the CHDA strives to facilitate additional funding for needed concept and technology research and development (R&D). Many of our competitors are already working projects consistent with the R&D needs of the Defense Advanced Research Projects Agency (DARPA) and the Homeland Security Advanced Research Projects Agency (HSARPA). Or, perhaps some of the research addresses emerging challenges to national and homeland security such as those discussed in The Joint Operating Environment 2010 (JOE 2010) such as demographics, globalization, economics, water, food, energy, pandemics, space, and cyber. The JOE 2010 is available at www.jfcom.mil/ newslink/storyarchive/2010/ JOE_2010_o.pdf.
For more detail on R&D portfolios at DARPA and HSARPA, see http://www.darpa.mil/ offices.html, https://www.fbo.gov/index?s=agency&mode=form&tab=notices&id=048f413b4c64abc6c0afbc36b09f099d, and http://www.dhs.gov/xlibrary/assets/ High_Priority_Technology_Needs.pdf.
We have provided the attached poster for display in appropriate locations on campus.

L’ORÉAL USA ANNOUNCES CALL FOR APPLICATIONS FOR
2011 FELLOWSHIPS FOR WOMEN IN SCIENCE PROGRAM
Fellowship grants help women shape the future of science
NEW YORK, NY, November 1, 2010 – L’Oréal USA announced today the start of the application period for its esteemed L’Oréal USA Fellowships For Women in Science program. Now entering its eighth year, this national program annually recognizes, rewards and provides support to five women postdoctoral researchers in the U.S. who are pursuing careers in the life and physical/material sciences, as well as mathematics, engineering and computer science. As part of L’Oreal’s commitment to further help women scientists achieve their goals, L’Oréal USA awards each recipient up to $60,000 to apply toward their postdoctoral research.
Since its inception in 2003, the L’Oréal USA Fellowships For Women in Science program has awarded 35 fellowships to women scientists across the U.S. Each year, the program attracts a number of talented applicants from diverse scientific fields, representing some of the nation’s leading academic institutions and laboratories. A distinguished jury of nine eminent scientists reviews the applications and selects the L’Oréal USA Fellowships For Women in Science recipients.
The five beneficiaries of the 2011 L’Oréal USA Fellowships For Women in Science program will be invited to attend a week of events that include an awards ceremony, professional development workshops, media training and networking opportunities. In 2011, these workshops, which are facilitated by the American Association for the Advancement of Science (AAAS), will encompass job search techniques, interviewing skills, budget development for grant requests and strategies for peer-reviewed publication.
The L’Oréal USA Fellowships For Women in Science program is open to women postdoctoral researchers only. Candidates interested in applying may visit the L’Oréal USA Fellowships For Women in Science website at http://www.lorealusa.com/forwomeninscience to obtain more information about program eligibility and requirements. Applications must be submitted online by December 13, 2010 and transcripts must be postmarked no later than December 15, 2010.
The L’Oréal USA Fellowships For Women in Science program complements the international L’ORÉAL-UNESCO For Women in Science program which annually awards $100,000 to each of five leading women career scientists; one from Europe, Asia, North America, South America and Africa. In addition, the UNESCO-L’ORÉAL International Fellowships annually grants, over a two year period, up to $40,000 each to 15 promising young women scientists from around the world, at the doctoral or postdoctoral levels.
The L’Oréal USA Fellowships For Women in Science program and its aim to advance the careers of women postdoctoral researchers in the U.S., is especially relevant in light of America’s waning competitiveness in the global marketplace. There is an urgent need to increase both the funding for basic science research in the U.S. and also the number of students, particularly girls and young women, majoring in science, mathematics and engineering.
Earlier this year, L’Oréal USA commissioned a national survey, fielded by the American Association for the Advancement of Women in Science (AAAS), of 1,300 male and female scientists. This survey exposed the insurmountable barriers women encounter in the pursuit of scientific careers. Survey respondents included male and female scientists who hold doctoral degrees and are registered users of Science online, including members of AAAS. The survey revealed:
- Nearly all female scientists (98 percent) know a female colleague who left the science field because she encountered barriers to her professional success
- More than half of female scientists (52 percent) have experienced gender bias during their career
- More than one in three female scientists (37 percent) faced barriers in having/raising children
L’Oréal understands the need to attract more women to science. In developing programs such as the L’Oréal USA Fellowships For Women in Science, L’Oréal’s goal is to support today’s women scientists, develop female role models for generations to come, and help shape the public’s perception of science in a positive light, particularly among young women.

Summary: The National Research Council has conducted the Research Associateship Programs in cooperation with sponsoring federal laboratories and other research organizations approved for participation since 1954. Through a national competition, the NRC recommends and makes Research Associateship awards to outstanding scientists and engineers, at the postdoctoral and senior levels, for tenure as guest researchers at the participating laboratories. A limited number of opportunities are available for support of graduate students in select fields.
The objectives of the Research Associateship Programs are (1) to provide postdoctoral and senior scientists and engineers of unusual promise and ability opportunities for research on problems, largely of their own choice that are compatible with the interests of the sponsoring laboratories and (2) to, thereby, contribute to the overall efforts of the laboratories. For recent doctoral graduates, the Research Associateship Programs provide an opportunity for concentrated research in association with selected members of the permanent professional laboratory staff. For established scientists and engineers, the Research Associateship Programs afford an opportunity for research without the interruptions and distracting assignments of permanent career positions.
Participating laboratories receive a stimulus to their programs by the presence of bright, highly motivated, recent doctoral graduates and by senior investigators with established records of research productivity. New ideas, techniques, and approaches to problems contribute to the overall research climate of the laboratories. Indirectly, Associateships also make available to the broader scientific and engineering communities the excellent and often unique research facilities that exist in the sponsoring laboratories.
