PROPOSAL
PREPARATION
A proposal is a request on
the part of one or more principal investigators or project directors,
through the sponsorship of the University of Colorado, for funding from
a non-University source for a specific project or program. The project
director or principal investigator must bring the proposal to OCG for
University review and processing prior to its submission. See also competitive research proposals (internal and external) on the graduate school's web site.
The Office of
Contracts and Grants can assist in the proposal preparation process in
the following ways:
- OCG publishes "A
Short Guide to Proposal Preparation (with Special Emphasis on Budgets)"
and "Writing A Better Proposal"
to help University of Colorado personnel prepare proposals (this guide
discusses briefly the various types of potential funding sources, the
components of a proposal, the budget, the UCB proposal review process,
and some of the possible "post-submission" results).
- OCG proposal analysts review
proposals to insure that University and funding agency requirements
are met and that all University commitments are appropriate, approved,
and documented.
- OCG Proposal Analysts can
provide expertise regarding budget items, cost sharing, matching funds,
indirect cost rates, fringe benefits, and cost projections not only
at the proposal processing stage but also early in the proposal development
stage.
- OCG personnel can type
the necessary budget corrections, the cover page, and other special
forms and certifications, and then prepare the proposal for campus processing.
- The Director of OCG is
authorized to sign, on behalf of the University, all sponsored project
proposals. Proposals or revised budgets that involve secret research,
matching funds, the creation of academic programs, new space allocation
or other resource commitment, or a waiver of any part of indirect costs
must have documentation of approval by the appropriate department chairs,
institute directors, deans, or other officials.
- OCG personnel can make
the required number of copies of a proposal, package the copies, and
mail them to the appropriate destinations (a reasonable number of copies
are also provided to the project director).
- OCG personnel may also
be involved in subsequent communications and negotiations with the funding
agency.
Please note that the
completed proposal should be provided to OCG at least 5 working days before
the mailing date.
