The Office of Contracts and Grants (OCG) was established
in 1955 as the Research Services Laboratories (later named the Office
of Research Services). OCG reports to the Vice Chancellor for Research
and Dean of the Graduate School, Susan Avery.
OCG's service
objective is to provide all possible support to the faculty and other
University personnel in obtaining and administering funds from non-University
sources for sponsored projects at the Boulder Campus. OCG is responsible
for protecting University interests through the review of sponsored project
proposals to non-University sources; contract and grant award review and
negotiation; administration of funds; policy and procedure initiation
and implementation; and liason with and negotiation with auditors.
OCG personnel may
provide assistance in the following ways:
- Providing information about
federal and non-federal potential sources of funding, choosing the appropriate
sources, and assisting in the development of proposals to meet funding
agency criteria.
- Acquiring and maintaining
a library of materials regarding potential funding sources and funding
agency programs, proposal requirements, and eligibility criteria.
- Assisting with proposal
preparation, including budget development, editing, typing, illustration,
copying, and mailing.
- Acting as liaison with
funding agency personnel concerning issues of post-award administration
such as extensions of the project duration, travel approval, report
submission, and equipment purchase.
- Working with faculty and
other personnel to solve problems encountered in accounting, purchasing,
personnel, and other areas.
- Working with faculty and
the Boulder Campus Office of Technology Transfer and Industry Outreach
to establish appropriate contract language regarding inventions and
invention disclosure, patents, royalty payments, and publication review
and delay, and to assure adequate communication of University and funding
agency policies.
- Publishing, or assisting
with a variety of documents about sponsored project activity; examples
are Research and Creative Work at the University Of Colorado At Boulder
(a brochure describing some of UCB's research programs, relevant University
policies, and including a sample contract form); an OCG Annual Report;
and numerous booklets and guides.
- Maintaining a data base
of proposal submissions, awards, and technical report requirements and
due dates; providing a wide variety and number of informational reports;
and providing information upon request.
