TIMING SYSTEM, ON DECK, REPORTING, BOUNDARIES AND DRILL FLOOR LOCATIONS

GRADING FOR ALL EVENTS BEGINS WITH THE FIRST WHISTLE AND ENDS WITH THE SECOND WHISTLE.

EXH, IDR and CG TIMING SYSTEM

The whistle system will be used again this year. The whistle system for EXH, IDR and CG works as follows:

Double whistles sound every hour on :09, :19, :29, :39, :49 and :59

Single whistles sound every hour on :00, :10, :20, :30, :40 and :50

For a team scheduled to perform at 0910, this is how the whistle system applies:

Single whistle 0900 – team may check in with the Field House Commander and go on deck.

Double whistle 0909 – team must have checked in with the Field House Commander and be waiting on deck at attention, parade rest, or at ease.

Single whistle 0910 – team captain calls the team to attention and immediately brings the team onto the drill floor, and starts the routine.

Double whistle 0919 – the team must have completed the routine and be entirely off the drill floor when this double whistle sounds.

TIMING PENALTIES – There is no minimum time limit for any event. The maximum time limit is the 9 minutes between whistles. Timing begins with the single whistle. A team’s performance time will not be noted unless the routine runs past the double whistle.

If any member of a team, or possession of member (e.g., rifle, hat, etc.), is still within the boundaries of the drill floor when the double whistle sounds, one point will be deducted for each additional second it takes the team to clear the entire drill floor. 

If a routine is still in progress when the double whistle sounds, the team commander must immediately halt the team, have them fall out, and evacuate the drill floor within 30 seconds. One should not be concerned about correct procedure for this evacuation, since grading ends at the double whistle. It is advisable that each team practice this fall out and evacuation procedure prior to competition.

If a team has not completely evacuated the drill floor after 30 seconds, the Field House Commander will clear the floor and that team will receive zero points for that performance.  The reason behind this is that the next team is afforded 1 minute in between whistles to form up inside the boundaries for EXH performances.  If the previous team does not clear the drill floor in time, the timing of the next team could be thrown off.  

1 and 2 Member Exhibition (1MEM and 2MEM) TIMING SYSTEM

The whistle system does not apply to 1MEM and 2MEM.  A verbal notification system similar to the whistle system will be used.  A Drill Floor Supervisor will count down from 15 seconds before timing starts, and then will also count down when 15 seconds is remaining.  The Drill Floor Supervisor will then begin to count up from 1 penalizing for each second past the event’s 2-minute maximum time.

TIMING PENALTIES – There is no minimum time limit for this event. The maximum time limit is 2 minutes. A team’s performance time will not be noted unless the routine runs past the maximum time.

CHECKING IN AND WAITING ON DECK

For drill floors 1, 2, 3, 4, and 5 (EXH, CG, IDR W/, IDR W/O, and 1MEM and 2MEM), teams should be present at the Southeast corner of the field house in order to check in with Field House Commander 10 minutes prior to their scheduled performance time.  The Field House Commander will then instruct the team captain to move his or her team on deck.  While on deck, teams should be single-file against the wall until the double whistle – at which time the team should form up just outside the boundary.  Teams may form up at any point along the boundary they wish. 

RULES GOVERNING UNORTHODOX INITIAL FORMATIONS FOR EXHIBITION PERFORMANCES

Exhibition teams that wish to form up on the opposite boundary, on both side boundaries, inside the boundaries, etc., should not ask permission to do so.  When the double whistle sounds, the team has one minute to form up in any manner or formation desired.  Teams must wait for the double whistle before falling into their initial formation.  Remember, do not ask permission to enter the drill floor early or to form up in an unorthodox manner.  The double whistle implicitly gives the team this permission.  When the single whistle sounds, the team should begin their performance.

REPORTING RULES

Reporting statements – reporting statements have no requirements placed upon them, so long as there is a verbal exchange between the team captain and the head judge.

EXH, 1MEM and 2MEM:

Routines must incorporate a “reporting-in” and “reporting-out” phase.  Teams that fail to report in or fail to report out to the head judge will be penalized 5 points.  Teams that fail to report in and fail to report out will be penalized 10 points. 

IDR W/

Teams must halt centered on the head judge, face the head judge, and report in.  The “eyes, RIGHT” at the end of the routine signifies reporting out.

IDR W/O

Teams must halt centered on the head judge, face the head judge, and report in.  The “eyes, RIGHT” at the end of the Army sequence signifies reporting out.  Teams executing the Air Force sequence must report out with a “present, ARMS,” centered on the head judge. 

CG

Color guard teams do not verbally report in or report out at any time. The uncasing of the colors signifies reporting in and the “eyes, RIGHT” signifies reporting out.

BOUNDARIES AND DRILL FLOOR LOCATIONS

Drill Floor 1 (EXH W/ and W/O) – 90’ x 60’ – Near floor inside the field house

Drill Floor 2 (IDR W/) – 100’ x 70’ – Middle floor inside the field house

Drill Floor 3 (IDR W/O) – 95’ x 70’ – Far floor inside the field house

Drill Floor 4 (CG) – Inside Carlson Gym

Drill Floor 5 (1MEM and 2MEM) – 15’ x 15’ – Inside field house next to Drill Floor 2.
