For the April 4th class
Miles recommends reading through his paper (“A General Equilibrium Model for
Tax Policy Analysis in Colombia” visible as \debreu.colorado.edu\dnp2001.pdf on
Resource CD). CD
also has a data (SAM and GAMS files) used by Miles in today’s lecture
(\debreu.colorado.edu\onaplatter.zip), although I will have to double-check
with him if he has an updated version.
Another similar paper but on the
SAM for Russia was produced by Sergey Paltsev (also on your CD). “Moving From
an IO Table to a CGE Model” is on CD (\debreu.colorado.edu\papers\exburden.html)
in HTML and PDF versions.
It is probably also a good idea to
read about the Social Accounting Matrix if you do not have this background
already. Chapter 4 in the recommended Francois
and Reinert book (check your box at the Department for a copy I placed after
the class, see syllabus
for the full reference) is a good starting point. Reading it, think of agents
and markets as nodes and flows as a directed connectors between them in a usual
circular
diagram of the economy (at least that helped me to digest it easier).

If you need to use the data from Excel table or export to Excel. The utility (Rutherford calls it 'facility') to use is available online, and consists of calls to either of three commands: XLDUMP, XLIMPORT, XLEXPORT preceded by $libinclude keyword, and having some parameters after them.
The details are described in the file on your resource CD. After you insert the CD, if the Default page 'ReadMe.html' does not pop up automatically, start it by double-clicking on it in Windows Explorer. On that page scroll down to section 'Advanced GAMS programming' and click on link 'index.html'. On the page that will show up click on 'GAMS programming tools', then, in turn on link in 'Workbook data transfer programs for use with GAMS and Excel.' That should bring up 'An Excel Data Transfer Utility', and you will have to follow instructions there in 'View documentation', and try examples listed there.
At the last moment I found that the same page is available online at http://www.mpsge.org/xllink/xllink.htm. But the file ‘gdxxrw.zip’ referred on either page has a broken link to it. The zip has to be downloaded and installed explicitly from the GAMS IDE. This zip is not downloadable from Resource CD or the page above (link is broken), but is available from http://www.gams.com/update/dist20.7/mccupdate.zip. How to install update in GAMS is described in http://www.gams.com/update/dist20.7/.

Keith Maskus will be teaching in this class again on March 14, 16, and 21 (Miles Light will lecture on CGE applications on March 23). In his words :”For Tuesday (March 14), read McCallum, Anderson-vanWincoop, and Evenett-Keller. I expect this to spill over into Thursday. Thursday and the following Tuesday we'll be covering Bernard-Jensen, Roberts-Tybout, and Helpman, et al; these are papers you can't live without if you want to know what's going on in international trade.”

Jim Markusen spelled out in the class that he wants to have another writeup on your model by April 10th. This should include the model and the supporting text, and something should be already working in your model.

I was asked about suppressing parts of the humongous GAMS listing. Here it is, a simple example with several options to remove parts of the listing. These statements (like $offsymlist) are called Dollar Control Options (DCO) and they are described in Appendix C (page 205) of the GAMS User Manual.

notes, are also accessible in the MCP format in the '/mcp'
folder of the Jim's
GAMS Examples.
NOTE: As always, if you click on the file name there directly instead of saving
to the disk first (right click, SaveTargetAs), you risk losing your work as
soon as temporary internet files are deleted on your computer.

The list of the up-to-date GAMS examples is available online here
as a plain list of files. I plan to make a table with links and minimal
explanations later instead. Please, disregard any older Markusen’s examples
that you might find on the Resource CD. Sorry for the confusion.
CAUTION: When you click in the file name it will likely open directly in a
current GAMS project window (with the “[1]” attached to the file name end).
Make sure you immediately save it in the folder where you store all other
examples (use “File-Save as” menu command). If you will not do this, next
time you clean the Internet Explorer cache (some programs also allow you to do
this as “Erase Tracks” or “Disk Cleanup”) you will lose all your
modifications of this file. Alternatively, right from the file list in the
browser window you could right-click on the filename and choose “Save Target As…”
(or similar for other browsers) to save that GAMS example in the desired folder
explicitly.

During the review session I promised to post a BAD simple example of GAMS programming and let you work on turning it into a scalable GAMS-style program. Here it is, so bad that it is even producing a not intended result, and I did not put any time yet figuring it out.

Original GAMS User Manual is almost unmanageable PDF file with no means of navigation apart from the mere text search. I updated it with the clickable table of contents, so you can at least jump to the start of the wanted chapter. Click here to download (774 kBytes). When you open the file click on the tab “Bookmarks” on the left – it opens the panel with the clickable table of contents. If you notice any wrong bookmarks – let me know.
