The inauguration of the CEUCE Transatlantic Affairs Events Series, sponsored by Western Union, Inc., establishes the on-going effort to expand dialogues and activities concerning transatlantic and international political economy issues in Colorado. CEUCE is proud to announce the current Ambassador of the European Union to the United States, John Bruton, as the key note speaker of the first Transatlantic Affairs Events Series. Ambassador Bruton previously served as the Prime Minister of Ireland from 1994-1997, during which time Ireland's economy grew at an average annual rate of 8.7% and became known to world as the "Celtic Tiger."
This event will be the first of many high level visits of European public servants and business people to Denver, Colorado and the Mountain West Region.

The Tocqueville Initiative and the Center to Advance Research and Teaching in the Social Sciences (CARTSS) presents "Red of Tooth and Claw": How it was war - and not theory - that produced both uncivil and civil politics in France and why it matters to Americans, by Dr. Sidney Tarrow
"Why did the revolution break out in France," Alexis de Tocqueville asked himself? He offered two answers: first, that the Old Regime's centralization had denuded the aristocracy and other corporate groups of their positive functions and, second, that the revolutionaries were influenced by the philosophers' ideas of an impossible organic democracy. That led, so he argued, to the myth of the general will and to the practice of totalitarian democracy. This paper argues in a Tillian vein that it was the strains of state building and the struggle for power, both internal and external, that drove the revolutionaries towards the terror, and towards something else as well: the invention of the citizen army that was the correlative, at the military level, of mass democracy at the political level. Why this should matter to Americans is the question with which the lecture closes.

On June 18-19, 2009 the CEUCE and the Seattle European Union Center of Excellence will co-sponsor a research workshop for graduate students based in the Western United States undertaking doctoral research on the European Union and/or Transatlantic relations. The workshop will be co-directed by Joseph Jupille (CU-Boulder) and James A. Caporaso (University of Washington) and will be held in Boulder. Per the call for proposals, applications for the workshop should be submitted by January 23, 2009, with participation notifications sent out by February 15, 2009. The presentation will examine how Eastern enlargement of the EU has impacted allocation of multilateral EU aid to sub-Saharan Africa by changing on changing preference and coalitional dynamics in the post-Cold War period. Dr. Walter Mattli (Official Fellow of St. John's College, Oxford University) gave a talk entitled "The Politics of Global Regulation: The Real Challenges to Fixing the Global Financial System," in UMC 245 on March 31, 2009. The talk presented the theoretical framework of a newly forthcoming volume on the politics of global regulation and applied those insights to the forthcoming meetings of the G-20 and to Transatlantic battles over financial and other regulation.

The CEUCE would like to invite you to attend an EU Business and Policy lecture, "Global Turmoil: The Transatlantic Dimension," Monday, March 16, at the University of Colorado, Boulder. Mr. John Purvis, European Parliamentarian (1974-1984, and since 1999) and Vice Chairman of the Committee on Economic and Monetary Affairs (since 2002), will speak on the global financial crisis, how it is unfolding in the EU and what Parliament is doing to address the turmoil. Mr. Purvis has also done significant work on Middle East affairs, and industry and technology. He is prepared to answer questions on a wide range of political, social, geopolitical and European issues. The event is designed for academic, business and policy audiences.
For those with little knowledge of the European Union, please join CEUCE for a presentation on the broad historical development of the European Union and its main governing institutions (prior to Mr. Purvis' lecture), from 1:00 pm – 1:35 pm, on March 16, 2009. The presentation will help contextualize the European Parliament within the spectrum of EU institutions.

The Colorado European Union Center of Excellence hosted a business outreach conference entitled "Colorado and the Transatlantic Economy", aimed at practitioners, at the Tivoli Center in downtown Denver on Friday, January 16, 2009, from 11:30 a.m. - 2:30 p.m. The event featured presentations on the transatlantic economy, connections between Colorado and the European Union, and the effects of the global recession on transatlantic business practices.

On December 18, 2008, the CEUCE hosted Luc Véron of the Delegation of the European Commission to the United States in Washington, DC, for an inaugural luncheon celebrating our first semester in operation. Mr. Véron made remarks welcoming the Center, discussing the Centers of Excellence Program, and discussing contemporary issues in Transatlantic relations. Mr. Véron subsequently met with CU officials and students for further discussions. The Colorado Arts & Sciences Magazine covered the event.
